The following are news and notes from the May 7 RM of Blanshard and Rivers council meetings . . .
RM of Blanshard:
- The new public works employee started on May 1 and representatives from Toromont Cat were out to help demonstrate the grader and provide some training; additional training is to be received.
- Use of the mulcher and tandem grading were also discussed.
- The new employee will be enrolled in the gravel road maintenance course.
- Council agreed to buy two sets of carbide grader blades for the Oak River grader.
- Two public works employees were authorized to attend a mower service school in Neepawa on May 14.
- Universal Doors repaired the car wash and Oak River municipal shed doors; the car wash was also discussed.
- Proposed amalgamation and the effects it would have on the weed board, planning district, recreation districts, conservation districts and vet boards were discussed.
- A reminder for sidewalk removal in Cardale was brought to the attention of Council.
- The fire protection agreement with the RM of Harrison was renewed.
- Council and CAO were authorized to attend a Mid-West district meeting in Rossburn on June 13.
- Council agreed to buy a new air compressor for the Oak River workshop and to have an electrician to wire it.
- Council accepted the quote from Rocky Mountain Equipment for a new Kubota ZE326 mower with a 60-inch mower deck with the understanding that Cardale Sports committee pay half.
Finances: Council hired Terinda Holopina, Alison Radcliffe and Eleanor Hyndman under the Green Team program for $11 per hour.
- The new lots in the Hedley subdivision will sell for $27,000, with certain conditions.
- No ratepayers attended a public hearing for the fire truck borrowing bylaw; Council passed first reading of the bylaw to borrow $135,00, pending Municipal Board approval, for a new fire truck.
- Council donated $1,000 each to Oak River Agricultural Society and Clack Family Heritage Museum Foundation.
- Accounts of $23,598.69 and unpaid invoices of $20,097.96 were passed for payment.
Town of Rivers:
- Council agreed to enter discussion with Daly to review amalgamation.
- Council agreed to host a fireworks display in conjunction with Rivers fair/Rivers centennial on Wednesday, July 3.
- A request from Rivers Centennial Committee to close the 500 block of Second Avenue on July 5 and 6 from 8 a.m.-8 p.m. was defeated.
- To allow for the existence of a dwelling unit on Lots 7/8 Block 7 Plan 236, Aaron Smethurst and Jordana Goldstein have requested a variation in the rear half of a commercial building from a maximum of 50 per cent of total square footage to 56 per cent; the variation was granted.
Finances: Non-council members appointed to the newly-formed Rivers Police Board will be paid an annual honorarium of $200 (to be reviewed in December 2013); members attending meetings outside of Rivers will be paid in accordance with the indemnity and remuneration bylaw.
- Shelby Nohr was offered the beautification/public works assistant position for $10.25 per hour with employment to commence May 1.
- A $200 citizenship award will be presented to a Rivers Collegiate graduate whom Council will choose from applications received showing “Community involvement.”
- Council donated $50 to the Progressive Agriculture Safety Days program to be held at Riverdale Community Centre on June 11; offered by Prairie Mountain Health emergency medical services, the day is for Rivers’ Grade 5 and 6 students.
